Sweden's seasonal work permit: nine months and four insurances

The Swedish Migration Agency grants a seasonal permit for at most nine months in twelve, and its online service takes up to 10 workers in one group application.

The Swedish Migration Agency grants a seasonal work permit for at most nine months in any twelve month period. The employer has to hold four insurances before the application is filed, and since 5 May 2025 the agency's online service takes up to 10 workers in a single application.

Nine months, and what they are measured against

The nine month limit attaches to the person, not to the job. The Migration Agency adds up the time a seasonal worker has held permits across a rolling twelve month period, so a worker who spent six months on the berry harvest has three months left inside that window. An employer planning an extension into the next season therefore needs to know what the worker has already used with someone else.

The seasonal permit is tied to activity that depends on the time of year. Agriculture, forestry and horticulture are the clear cases, as are parts of the tourism industry. If the work in practice runs all year, it is not a seasonal case, and a file submitted in the wrong track is assessed again from the start.

The legal basis for the conditions is chapter 6, section 2 of the Swedish Aliens Act (2005:716). Salary, insurance cover and the remaining terms of employment must be at least equivalent to a Swedish collective agreement or to practice in the occupation. The same test applies as for an ordinary work permit, even though the employment is short. Being short does not lower the level.

The form of the permit itself sits in chapter 6 c of the Aliens Act, added by SFS 2018:319 when Sweden implemented the EU seasonal workers directive 2014/36/EU. The length of the stay decides which form the case takes. A stay of no more than 90 days gives a work permit for seasonal work, a longer stay gives a combined residence and work permit for seasonal work. The difference shows in what the worker carries at the border and in which document the employer checks before the first shift, and it is worth settling when the length of the season is fixed.

Four insurances, held in advance

The Migration Agency requires the employer to have taken out four insurances for the seasonal worker: health insurance, life insurance, occupational injury insurance and occupational pension insurance. The requirement applies at the time of application, not at the start date. This is the most common loss of time in the whole case, because an employer who plans to arrange the package when the worker lands receives a request for further information and loses the weeks the season does not have.

Accommodation belongs to the same block. The employer states where the worker will live, and that detail is also one of the criteria that makes a group application possible at all. A crew to be split across three different houses is not a group in the sense the online service uses, whatever work they are doing.

The group application for ten workers

On 5 May 2025 the Migration Agency opened the option of applying for a group of seasonal workers in one case. The online service takes up to 10 workers where housing, occupation, salary and insurance period are the same for all of them. It is an administrative relief rather than a shortcut through the assessment: each person is still assessed individually, and one worker's passport question or earlier time in Sweden can hold that worker back alone.

In practice the limit of 10 means larger seasonal demand breaks into blocks. A need for 34 berry pickers becomes four cases, and they have to be planned so that each block is internally uniform. Group by accommodation first and occupation second, because housing is the criterion that most often breaks when the schedule changes late.

Plan the timeline backwards from the first day of the season. Take out the insurances, fix the accommodation, reconcile the salary against the agreement rate, and only then file. Processing time varies with case type and seasonal pressure, and a comparison across destinations sits in the EU work permit timelines by country. Continuing employer duties are set out in the employer sponsorship compliance chain and the checks on the right to work in the EU right to work verification checks. Werklist works the chain for employers, described on the employers page.

Seasonal cases carry no margin. Nine months is a ceiling, ten workers is a block, and four insurances have to exist before the application is filed. An employer who fixes those three numbers before planning the season has removed most of the risk in the procedure.
